What Is the Global Seal of Biliteracy?
The Global Seal of Biliteracy™ is a uniform standard used to empower awardees to be a valuable asset in multilingual environments. The Global Seal of Biliteracy enables recipients to showcase their language skills to any school or employer across state lines and national borders, with a unique serial-numbered document.
Levels of Certification
The Global Seal offers three levels of certification. The most common is Functional Fluency, which requires an Intermediate Mid (B1) score in Reading, Writing, Listening, and Speaking. Working Fluency is more prestigious, needing an Advanced Low (B2) score across all skills; fewer than 15% of certificates are awarded at this level. The highest achievement, Professional Fluency, demands an Advanced High (C1) score in all skills, with less than 1% of certificates awarded at this elite level.
Working Fluency = Advanced Low Level 7 (B-2).
Professional Fluency = Advanced High Level 9 (C-1).
